I must admit I find this rather confusing & would greatly appreciate any clarity on the issue. To quote the mod author at the very beginning, verbatim is as follows:....."A Custom DLC containing new armors. For now it has just the Baron Armor Set and a Skellige Armor Mod." Then, just a couple lines underneath that statement is this statement by the author, verbatim is as follows:....."Simply put, this is a Custom DLC which adds armors sets to the game. Armors Included: For now it only contains the lvl 37 - 38 "Baron Armor" Set". Apart from the inherent & glaring contradiction itself, I have indeed found & acquired the 'Baron Armor' from the listed locations. But I have been unable to find & obtain the Skellige Armor, supposed to be included in this mod, anywhere at all (and it's the armor I truly downloaded the mod for). Any assistance or enlightenment would be greatly appreciated. And I thank whoever may provide such clarity in advance. -R2
*Update: While there is no denying the process description for installing & using this mod is confusing as shtt, I did find yet another remark from the mod author, that I must have overlooked, which states, verbatim is as follows:....."For the Baron armor also install the Skellige Baron mod in "The Witcher 3\mods". So, I suppose that this answers at least part of my inquiry. I had noticed the file prior to now but its description says that it changes the appearance of the Skellige armor (sounding like a 'REPLACER') which I do not want. I want an 'ADD-ON', a "DLC" as it were, and as it is advertised. Therefore, I am hoping that when I install this new mod file, it behaves as such (an add-on) rather than a replacer, in which case, my problem shall be solved.
*Update#2: Sadly, the new file I downloaded & added did not work as a "DLC" 'add-on', it merely replaced the entire texture(color) of the stock Skellige armor, rendering it useless for me. While this whole matter is but a small one, it has, nonetheless, been a confusing, time wasting, dissapointing pain in the ass. Over and out. -Artu

Yes, you can use console commands to obtain this armor. I've tested it on v.1.31 GOTY. Here are the commands:
