I did this with new play through in mind. Just unzip into the mods location load a save and mutation system will be unlocked. After that you can remove it and use any other mod related to skills or skillslots etc.
It works for me on 1.21 version with both DLC expansions. I am unsure if it will work for only BaW expansion.
