Actually i noticed a massive drop of about 20 FPS in the sewers of Novigrad, quest to kill the frog thing where you meet Shani. I am certain it is this because when i removed it, it went 20 frames higher. That is the only area with a big drop in FPS.
I used without the 4k textures.. 1gb VRAM "old computer" no noticeable performance loss. Some of the other new mesh mods though will greatly degrade fps. So depends what else you are using.

Do this by putting it lower than the HD REworked folder in your mods folder.
This is easily done by editing the file name, for example, change the folder name in your Witcher 3 Mods folder from ModNextGenStoneandMisc to ModzzzNextGenStoneandMisc.
The game loads these files in alphabetical order, so you can just rename folders to give one priority over another.
HD rework should be the lowest with ZZZ in the name so every texture not loaded by another mod before (with higher alphabetic order) is loaded by it. The other mods that are higher in alphabetic order are the ones which override it.
I've tested it myself, when put the HD reworked lower the rock texture doesn't change, then i put it back higher than this mod and everything is working. Test at White Orchard.
One is for textures, the other for meshes. Both should work automatically since they don't overwrite each others files (yet), but it wouldn't hurt to create a "mods.settings" file.
