   Nice mod. Is it possible to add an option so that Geralt comments on a place of power only once when he approaches it, and after we approach the same place of power a second time, he no longer comments on it?

      You open the map and see if it's not greyed out.
      Or if you meant the Sign buff is available, well see if there is the Sign glowing logo in the rock.
