It's been a little while since I've done stuff with wargroove. If I add a screenfilter to my level will it only show for people who have the mod or will a regular unmodded version of the game be able to play my levels with no issue? (I assume the latter since this is a tool which unlocks things natively in the game. But I also remember for most mods you need to pack them with the level in order for people to play said level.)
Regular unmodded clients on all platforms will be able to play the maps with no issue. It is an unofficial modpacker mod so you don't even have to remove the mod from the map like official modpacker mods.
