"'unlockedRank':0x?" - Where "?" is the number of levels. Not sure about the maximum possible limit, but I wouldn't go higher than six, as the UI wasn't made to accommodate.
Be sure to write in more ranks, as it won't assume on it's own. For example; [{'level':0x0,'bulletType':_0x28591e[_0x416f91(0x1de)],'name':'Amount','description':'Fires 1 more projectile (all weapons).','texture':'items','frameName':'Ring.png','isPowerUp':!0x0,'price':0x1388,'amount':0x1,'unlockedRank':0x2},{'amount':0x1}] That's what the mod's Amount Power-Up looks like. It normally only has one, so I added ",{'amount':0x1}" at the end.
I just use NP++. These type of edits are pretty easy to do, just Ctrl+F the name of something like Magnet, and try to find the correct entry. Just be sure to not mess with the formatting.

Edit: I found your instructions, but when I launch the game it just stays on a white screen
Edit 2: I fixed it, I didn't follow your extractions exactly, its working now!
I just updated the mod to the current game version, so don't forget how you did it!

I try open when notepad++ but the format seem really weird it like all the word just glue together have no idea what to look for
