Does this affect NPCs stamina as well? Therefore making game more challenging?

  NPC's already have this fixed by default, the original was literally a small oversight in the INI hence why player vamps only got single soak

  NPC vamps get this, npc non-vamps, like humans and etc, don't.

You could also edit the stats file and change the description of Stamina as it makes no reference to this change.

  I did in my own game, a lot of descrips are in one location but, It'll conflict with other mods that change descriptions.

Vampire have blood line and health line.

  "Stamina: Your character's overall toughness. Prevents damage from bullets, police batons, and baseball bats. Adds +1 to soak bashing."
