If you want to share a mod you need to make a patch to share rather than sharing the entire data.win file. Distributing the entire data.win as that contains the majority of the games contents and can be considered unauthorized copying of the game.
Download a copy of Delta Patcher which will allow you to make a patch from two files. Before you start making a mod I recommend making a copy of your data.win, I usually name it after the version of the vanilla file, for example data-v1.3.1.win.
Now make your changes with UndertaleModTool and save them. In my example below I saved it as data.win since I was testing it in game anyways. Then with Delta patcher choose the unmodified version as the Original file and the modified version as the Modified file. Then choose a location and name for your patch and click Create patch.
