Like a lot of the other files here, this is not an actual mod. It is a modded .sav file, you shouldn't use Vortex to DL/install it. Just do a manual download, and drop it into your TTW save file (the one in Documents)

*** it is MUCH better to rename it to something like sav75 BEFOR you drop it in, so it doesn't conflict (when extracted, it will show up as sav4; if you already have a sav4 in that file, you'll hit a conflict, and either overwriting or replacing it means you will lose whatever character that was otherwise)!!!***
When you load up the game, you will see the new character. There is a full set of items. NONE OF THEM DO ANYTHING AT ALL BUT 10% exp boost each!!! So no, ward doesn't ward, gun doesn't shoot, spell doesn't cast, armor doesn't protect, etc. Your goal is obviously to get them and either 1) drop them to someone else in the game, or 2) run them to your bank and deposit them.
If you deposit them in your bank, then a brand new character can get to them as soon as they can get into the Overworld, if you have the DLC - there is a bank kiosk in Dreamveil Overlook you can pick them up from immediately, no need to go through the game/start all the way to Brighthoof when the bank and vendors there are restored. At that point, you will have your melee slot, 1 or 2 gun slots, ward, and spell open. If you ONLY equip these modded weapons, the ONLY attack you will have is a ground slam. So equip a normal melee weapon or gun or spell to kill stuff. You will get mad exp for just the breadcrumb quests, map explores, tiny starter achievements, etc.
You'll have to find a balance of these items and normal drops that works for you, and it will have somewhat to do with the mode you are playing in (relaxed, etc.), your action skill, and if you have a companion to help things along. I got to a point where I HAD to start equipping some items or else I died too fast/couldn't kill things.
I rolled a new BC yesterday, and am just now entering Brighthoof at lvl 22 - ridiculously fast leveling. You could probably just farm and reset the Obelisk on The Clopping Road outside of Queens' Gate over and over again for fast exp and drops and vending machines access.
