   I put it into the mod folder and it shows up in game but the skin tones still aren't available.

      It's definitely possible, there are many mods out there that add additional skin tones but It wasn't obvious to me when I made this mod.
      
      In this mod, these skintones are technically new skintones; but I was not sure how to add new colors!
