Open up this mod with the latest version of S4Studio and find the following line:
<T n="decay_rate">0.0521</T>
The above line should be on line 68. Edit the number to whatever you desire. The number represents how fast your thirst will decay/decrease before you need to drink or feed again. This mod is currently twice as slow. If you want your thirst decay to be three times slower, change the number to 0.0347. If you would like it to be four times slower, change the number to 0.0260. If you don't want your thirst to decrease at all, then change the number to 0.
This mod edit the decay rate only. It does nothing to the refilling of your blood thirst:
<T n="decay_rate">0.0521</T> This is the only line edited.
If you're not getting enough from drinking blood to refill your bar, you might have another mod adjusting that setting. You'll need to check for that. Anything having to do with eating, drinking, replenishing, etc -- of ANY kind; check those mods first. Use S4Studio to open those mods and see what tuning files have been edited.
Also, use a compatibility checker to make sure your mods do not conflict with each other.
I am unable to replicate the issue and haven't heard of such a problem before.
That's odd. I just checked it and it's the correct file. If you click on "preview file contents" it also shows "Vampires_ReducedThirstDecay.package". I also clicked the manual download and got the correct file. Is it still not working correctly for you?

And thanks for the explanation with the Sims4 Studio. I had never dared to approach the program. But with your mod I tried it once and it worked. (Even though I had problems first loading your mod in there).
To make the decay faster, rather than slower, make the number bigger than the default. Default is:
<T n="decay_rate">0.1042</T>
So if you want it to decay twice as fast, change it to:
<T n="decay_rate">0.2084</T>
Multiply the 0.1042 times how ever much you want the thirst to decay faster by. So 0.1042x2 = 0.2084 is twice as fast. 0.1042x3 = 0.3126 is three times as fast. 0.1042x4 = 0.4168 is four times as fast.

As far as I could see, skillless toothy fledgeling had no need in too much blood.
So I planted a few blood trees, trained fishing to max and was like 'I won!'
Once I got top vampire abilities I was screwed. Both blood packs and blood fruits don't add anything, just stop hunger for a little.
