(2x variant) for some reason the first level of energy storage now requires cobalt to be built (tooltip doesn't mentions it, but it does get noted when trying to construct).. which makes the solar panels pretty much useless the first parts of the game..
Are you running any other mods that change energy storage? I just checked the files (even downloaded off the site to make sure) and tier 1 energy storage does not require cobalt to be built.

an easy fix to do myself but just thought I would let you know.
