Pak68 with a blank psarc file to load most weapons and other stuff in all story levels with dev menu (Works in No Return levels too I think)
Tbh anyone can do this but I just wanted to upload something like this cause no one already has

This is a basic "mod" that makes most weapons along with both abby and ellie skeletons/anims load in all story/no return levels to use with dev menu

REQUIREMENTS:
- ndmodloader
- Dev Menu activated (preferably with ndmodloader in modloader.ini)
INSTALLATION:
- Put the files in TLOU2 Folder/mods
HOW TO GET THE WEAPONS:
- Activate the Dev Menu with ndmodloader (follow instructions on their page)
- Hit CTRL+` to open the Dev Menu and ENTER to go to other menus/activate and backspace to return
- Go to Display > MsgCon > Disable FPS to disable the colorful stats on the right side of the screen
- Go back to the first menu
- Go to Weapons > Give Player Weapon > 1st hashlist for melee weapons, 2nd hashlist for Ellie's Weapons, and 3rd hashlist for Abby's Weapons
- 4th hashlist then the 3rd from bottom hash for Tommy's Rifle (Story ver.) other hashes are npc guns
- If you wanna do anything related to weapons (like dropping or removing them or whatever) then go to Weapons > Player Weapon Related > any option

PROBLEMS:
- Spawning certain melee weapons in certain levels might crash
- Some weapons like Ellie's Revolver just wont spawn no matter what in certain levels
- The Resort level in No Return might crash (I dont know why)
- Tommy's Rifle (Story ver.) reload animations dont work when using Yara in No Return (for some reason)
- Cant spawn weapons in the No Return hideouts (No idea what the level names are)
- Cant use opposite character's weapons in workbench unless you change the player skeleton
