If you see the "can't run in 64 windows" error, you can compile the code yourself.
The mod author has a link to the source code on the Description tab, this will take you to github where a Source.c file should be listed. That is the file you'll need to download for compiling.
As for a compiler, you can use MinGW (free, trusted, and multi-platform). It'll have a gcc.exe file under the bin directory. Execute this file in a a command terminal like so; gcc path/to/Source.c. This will create a file named a.exe in the same directory you executed gcc from. This file is equivalent to the ASPTS.exe file that comes with the mod download. At this point you can rename that file to ASPTS.exe and follow the mod instructions.

Hopefully this helps.
