I have it installed but I'm not seeing any difference in the contact screen. Is it working for anyone else?

I didn't install it correctly. Once I saw the steam workshop page I reinstalled it and it works!

Is willingness to accept and hold a NAP based more on projects or territory held?

In my current Academy playthrough I have no issue making long lasting peace with Exodus, but the Resistance seems super fickle about abandoning the NAP despite me ensuring they have the same tech and hold considerable territory while not attacking them.

NAP is implemented by the game itself, I did not change the logic on how it is broken or how AI is processing it.
The only change to NAP is when you can actually offer it (hate of faction must be under the Conflict theshold and look at the table, max relations need to be bigger normal).

So why ever it is broken, vanilla game logic.

There are currently some changes in the pipeline to Alliance but I'm open to your suggestions about NAP or any other aspect.

Edit: I looked into it when it is broken by AI:
      1. if you gained any hate, meaning all kind of things like attacked their fleet
      2. You have a VIctory goal of your faction active (endgame, road to victory), but you are not allied with them (in vanilla only for Alien allies)
      3. If you are the most powerful human faction -> war

Basically in vanilla right now even with the mod, if you are not allied and you are the most powerful human faction, it means eventually war with all other factions.
