It's more intended for people who just can't help themselves. So more of a psychological reasoning.
It's also for those looking for a challenge but don't want an 'out'. It forces you to use your supplies instead of just using the surgery machine.
Let's say you're new to the game, (not that you should be using this at that point) did you notice how it starts?
You wake up with this arbitrary amount of health gone (probably from the implant surgery) and the game goes 'hey, check out this medi-patch' and even tells you how to use it, subconsciously, you'll be compelled to use it because why wouldn't you? Your health isn't topped up.
Then the first damn thing you see when you swipe that keycard is the 'get-out-of-jail-free' card whipping out a middle finger.
Honestly, I would prefer a security level requirement (and elevator that locks behind you), a credit cost, or even some kind of cooldown, but I could get none of those to work.
