   I've tried getting this to work with no luck, do I change the default speed or the multiplier?

      I know this is long overdue, but you change the multiplier.  If you're using the Configuration Manager, you can change the multipliers in there mid game and they apply instantly.
      
      The only speed that doesn't seem to be working is the spell multiplier, at least for the basic Fireball spell.
      
      There also is no speed multiplier that affects swords.

   I dont understand how to install it exactly.. please explain, what dll file should i put in the plugins folder ?

   After I set the speed of the different weapons (Speed=5), I cannot use the watering can and sickle. but can use other devices normally

      I'm having this same issue but just with the sickle. I've even put it back to it's default but it still won't cut any grass or bushes?

      Unfortunately, it looks like scythes are considered swords, which must be a bug, since there is a dedicated type for scythes.
