If you encountered a bug, please submit a report in the "BUGS" section.
Be sure to add the game log to your report (%SubnauticaFolder%\qmodmanager_log-Subnautica.txt). You can use pastebin.com or something like this for posting the log.
Also, if this is some visual bug, a screenshot will be really helpful.
I'm not sure what files you downloaded from github, but they have nothing to do with config generation, you can safely delete them. If you're using Vortex, then it's probably the reason, sometimes it prevents config generation on the first run for some reason.
You should ask author of that mod about that, but it seems that mod isn't supported anymore, so I don't think that explosive torpedoes will work with detonator.
About damage - my intention here was not to make torpedoes more deadly, just more useful and predictable. And damage value sits deeper in code than speed and cooldown, changing that might break something else
If you want kill some reapers you can increase speed and decrease cooldown and put reaper in stasis with rifle, then you will have enough time to shoot all gas torpedoes while stasis still works. And you can install TorpedoImprovements mod (if not already) to increase torpedo storage capacity.

EDIT: I fixed it by going to github and downloading the files from there and then placing it in my mods folder.
