      As the description suggests, nothing for the player - it's designed for mod creators that want to enforce building requirements to their constructables, like building them necessarily against a wall (Water filtration machine) or in the center of a room (Bioreactor, Nuclear reactor, Alien containment unit).  
      Building tweaks (as far as I know) is about lifting restrictions instead.
