The vision of REIGNITED is to re-work every character to allow them all to have better combo expression.
We found that in version 1.0, people would pick up the mod, try it with alt-moves, then find that it was too easy (this is because difficulty is tuned around the re-worked moves). There are just too many safe loops, and their availability nullifies any incentive to ever play with the re-worked moves we created, so we chose to disable them. They would otherwise defeat the purpose of the mod.
So to answer the question, they are intentionally disabled to encourage players to explore the re-worked moves, as the challenge of REIGNITED is to use what you have in the re-worked moves to overcome the odds, as opposed to just using I-frames to get through everything. That's not to say safe loops don't exist in REIGNITED, there are still a few, but mainly because removing them would break a lot of possibilities for combo expression
Thank you for the report, the team has investigated and have found a candidate solution already. We should be able to publish a hotfix for it within the week. I will update this post once the hotfix is ready!
