Maybe i'm way too late, but there is a VERY good way. You can freeze the entire scene by using the "Lua FreeCam"-Extention, which you can download here https://www.mediafire.com/file/5ldvmuh0awodaq4/Lua_Freecam.rar/file (Don't worry, i'm not recommending a virus here). This tool will be added to REFramework and can be used to freeze the entire scene and much more. DOES NOT WORK in world tour, unfortunately.
What files am I supposed to add? I pasted the files from the lua freecam rar file into the game directory folder but it doesnt show in the REframwork menu

Then the settings from Lua Freecam will appear in the bottom of REFramework, in Script Generated UI.

To install REFramework you just need to drop the file: dinput8.dll in the folder of Street Fighter 6.

Can you get banned for using this? I just need RE Framework and the plugin for stutter fix because my game stutters. Will using that get me banned if i go online?
I recommend slowing the camera down, so it becomes easier to control. Plus, you can also spin the camera around and move it freely as you desire. There is much more to it than just up and down.
Absolutely. You can control the camera entirely by activating the "Free Camera"-Option in camera / scene settings (I am not sure which one it was). Then, you can either move the camera yourself or simply lock it in on your desired angle. If you are unsure how to do this or you don't find the options, just check the hotkeys under "Configuration".

You are looking for the "Lua Free Cam", which you can just implement into your game directory folder. It's an extention to REFramework. When opening REFramework in SF6, just scroll to the bottom and you'll see LUA FreeCam. This lets you freeze the scene, adjust the scale of your fighters, turn off VFX Effects, add greenscreen to the stage, remove the stage entirely, and many more options.
