   The way I used it was to modify the portraits of another mod like Project X through Mod Editor in the game.

      From what I can tell from reading the post on the description and looking at the file, it is used to provide you with photos for when you create characters, because they need a photo to show and you'd simply point the program towards the individual photo from this file so that for instance your character looked like Brad Pitt or Christopher Walken or whichever photo you opted to use.
