There are. but beware of sliding them too much to the left as they are a dirty fix to the pop slowdown effect in the later game. Turning it off, means your pops grow properly, but it also creates the condition where the game gets severe lag because of pop growth. And by severe, I mean eventually unplayable. I turned them right off and by 2375, the game lag was getting really bad to the point I stopped playing.
