Not sure if it's something I did or your mod but I am no longer able to place the Strategic coordination Center. I can select it from the list for the builder ship but there are no planets anywhere that will high lite for it's placement.
i sometimes see that bug with the mod, probably related to removing the restrictions but if you go to the sector and click where you want it the constructor should still build you just dont get the bing green target circle
