You can try to create it and see if it works. It could be that the Epic Games Store version doesn't ship with local override enabled, in which case it won't be moddable. I don't have any personal experience with EGS myself so I'm not sure if that's standard practice for them or not.
Random question but is it possible to edit weapon stats in the same way or is that a whole other kind of edit? I want to make the Halberd's Gun a bit more powerful to have some fun and I have never modded games in the Silk engine before.
Sure that'd be easy enough, the file you'd need to modify is \sli\sli_uncompressed\design\game_actors\autogen_game_actors_equipments_craft_upgrades.sli to modify the weapon stats.
Yep 7z can unpack the spk archives. I recommend Notepad++ with its XML plugin for editing.
To find names you can either match up the stats to what you see in game or you can cross reference the tag with the equipment txt file in the loc archive for whichever language you play in.

Is there something in particular you have to do in order to get the .sli files in datalocal to have an effect? I tried modifying both autogen_attributes_equipment.sli and the file you just mentioned, but the weapon itself (the 1789 shield musket, or rif_04) has the same stats when I load into the game. Yes, tried it with both the .sli files directly in the datalocal folder, and within a subfolder (MariesHope for this mod). No change in-game. I take it you haven't had the same problems? Were you able to edit the weapon stats too?
Yes, I've tried making edits to that as well as just installing this mod (and the eyebrows mod) to the datalocal folder. Nothing seems to have any effect, not sure why...
The only thing I can think of is that you somehow broke the XML format by adding/removing a character somewhere and the game doesn't recognize it, or somehow you are editing the wrong weapons.
Are you using notepad++ to edit them? If so make sure the sli is set as XML format and see if there are problems.
You can have folders inside datalocal - it overrides based on filename rather than filepath.
For texture mods to work with SR right now your texture quality settings have to be at least 'high' as I haven't been able to unpack the lowest resolution textures yet.
The filename and encoding of the sli must match exactly to the base game file for the local version to be used over the spk one so make sure the name is right and that you've only edited/saved with an editor that maintains encoding like NP++. Default Windows Notepad or WordPad will break it. The fact you're able to launch the game at all without it crashing leans toward the filename not matching, it not being in datalocal, or datalocal not being in the right place so it isn't loading your modified file.
The game will also only load the first version of a file in datalocal it sees and ignore the rest. So if you have file1.sli and file1.sli only the former will be recognized.

Seems the GoG version may be the issue then as I am running the steam version with no issue. There must be something in the way the game launches or GoG disabled the mods itself though I have never heard of such a thing before.

I have the EGS version and there was no datalocal folder in the install directory.

Edit: I forgot to ask what program you use to unpackage the files cause I doubt I can just use the one I did for Days Gone's Pak files.
Edit 2: Never mind I did not notice the extension type to see that 7zip can do the job.

Keep in mind the files themselves need to be in the Datalocal and NOT within another file inside datalocal.

What version are you running? Steam, GoG, etc?
There are 2 rifles in the game with 1789 in their name.
