make missions cooldown faster by reduce their cooldown by half

This mod will increase speed cooldown for quest or mission.
They are reduced their cooldown by 50%
Mostly they are not filling their resources (like Material for Everyone,Ammo for Friend,etc) and legacy missions.
So this mod will affact by this list :
-Survivor in Need
-Mysterious Boardcast
-Mysterious Stranger
-Side Story Enclaves(Medic,Military,Canibal,etc)
-Community Story(Action Hero,Aunt Prepper,T-Dog,etc)
