You don't need this file and overwriting the normal files is almost impossible anyway due to crap Windows security permissions like people have said already.
INSTEAD DO THIS:
Paste the following into the Game.ini file located in: %localappdata%\Packages\Microsoft.Dayton_8wekyb3d8bbwe\LocalState\StateOfDecay2\Saved\Config\UWP
My game.ini was located in "D:\WpSystem\S-1-5-21-2573322349-839961376-1160338308-1001\AppData\Local\Packages\Microsoft.Dayton_8wekyb3d8bbwe\LocalCache\Local\StateOfDecay2\Saved\Config\WindowsNoEditor"
Your file path may vary due to Windows 10 App screwiness and the Juggernaut Edition update, but this fix still works flawlessly. Just do a file search for game.ini in My Computer. The game.ini will be totally empty initially. Make sure you set the game.ini to read-only, after you paste in the modification.
what? Is there a mod for this? just delete what's inside: "...steamapps\common\StateOfDecay2\StateOfDecay2\Content\Movies" and that's it....come on... ????

For Xbox PC, since they added mod support, follow these steps: - In the game's menu, click the button with the three vertical dots, next to the "Play" button. Click "Enable mods". - When this is succesful, click the dots button again, and click "Open Mods Folder". - Navigate to "C:\Program Files\ModifiableWindowsApps\StateOfDecay2\StateOfDecay2\Content\Movies" - Rename the "Logos.bk2" file. This should make the game skip the intro, and move straight to loading the menu.
The files I'm meant to replace are locked. I can't move, rename, delete, or replace them. Is there a workaround for any of that, or do I need to get creative?

Now a new check-box appears labeled "Replace owner on sub-containers and objects"; check it. 5. Also check the box at the bottom "Replace all child object permission entries with inheritable permission entries from this object." 6. Make sure under the Permission entries grid that your current account has Full control (if not Edit or Add your account to be listed with full control). Finally hit Apply. This may take a while.
I appreciate the effort. I found that too. I've been using the "Take Ownership" app they have, as well as changing permissions. Giving full control to admins, everyone, and my user, and anything else I can think of. No luck so far. Just to note: I took control, it just won't let me DO anything. I can't even make a New Folder in there.
The worst part is that I deleted the default logo and movies and the game will CTD without them. So I'm having no luck putting them back in from the recycle bin.
Has anyone ever found a fix for this? Same exact issue here, and I took ownership and properly have full control of the files. Still won't let me delete, copy, replace, etc any of the files.
This doesn't work, I've already tried this. You can't change the permissions, and you also cannot decrypt the folders. Not sure what Microsoft Hitler decided this was a good idea, but it's trash nonetheless.
I deleted the whole Movies folder and It worked for me. I was having the same problem before and was like "whoever designed this is an absolute nard." Now I know that I was right.

Works for me if I edit the game.ini in above folder.
It's probably empty. Just paste it in and save.
for steam users, the game.ini file could be in C:\Users\(user name)\AppData\Local\StateOfDecay2\Saved\Config\WindowsNoEditor
Anyway my Game.ini is in different location : %LocalAppData%\StateOfDecay2\Saved\Config\WindowsNoEditor
