If you're using FOML, press P to open the LogicMod menu, and click on "Saber Color Editor" to open

My preferred way to use logic mods is FOML:

Install FOML using the instruction given
Then extract the zip file and move the .pak to
Jedi Fallen Order\SwGame\Content\Paks\LogicMods
