Yes, but this version is outdated, I didn't uploaded this mod here yet, since nexusmods really unhandy site to upload mods, I uploaded this mod and some other mods on "Corvus" starsector discord server, and probably won't actively maintain/upload much mods here in future.
I recently found one reason, my mod apparently not compatible with Officer Extension mod, since they override same Officer Level Up plugin class, while mods doesn't crash together, mine simply get overridden by that mod, if you use Officer Extension mod you had to stick to one of them, both that mod and mine should be safe to remove mid game.
You can try changing game version in mod_info.json and see if this mod works on older version of the game, skill system overall seems didn't changed much between game versions, so it might work. I'm not going to create specific version of this mod for 0.95.1a since I don't have it now.
