   I get notifications that this and this has been added to nexus mods so what exactly are they or they mod for another game, or game / dlc sized mods ?

      This is a mod for the indie space combat RPG Starsector. This particular mod doesn't do anything by itself, it just adds methods for other mods to use in their own code (think SSE for Skyrim).
      
      Starsector support was only added to the Nexus a few hours ago, so there are no other mods for it on the Nexus yet.
