I have tried this and it never works. I have even tried pasting it in C:\Program Files (x86)\Steam\steamapps\common\Starfield and that doesnt work either. I have tried just taking the sound file and dropping it individually, that also didnt work.
I don't know why, it may be down to just really bad luck for you two. Unfortunately I don't know enough to give a solid answer, but all I can suggest is that perhaps you do a fresh install, or go through any main menu mods you may whether that being cleanfield, or a menu replacer as a whole.
If you've gone through NG+, the file name changes to 471598494.wem. Also. if you've done away with the data folder in your C:\Users\username\Documents\my games\Starfield location like many have, install the file to your games install location. For me that's G:\Steam\steamapps\common\Starfield\Data\Sound\Soundbanks
Glad I can help. Just think of the possibilities. And considering that professional YouTubers frequently include that clip -- video and sound -- in their videos without getting demonetized or copyright struck, you definitely have nothing to worry about here.
If this is the official Imperial March from any of the Star Wars movies, or TV shows you might want to take it down. It's copyrighted material and Nexus will take it down themselves and possibly ban your account and IP address.

You would have to create an Imperial March version yourself
