Interesting mod. Is it all skills, or all skill levels?
Issuing every skill at rank 1 is a useful tool for discovering what you actually level through use. Starting a new game with everything unlocked at rank 3 feels like an NG+ loop, but without the baggage and unlocking the last level naturally applies the final buff correctly.
Keep in mind that the game tracks the challenges not the rank alone. Even unlocking everything to rank 3 the game will count up through the previous ranks and award the passive buffs as the challenges are completed. It's more efficient though, because you're counting the final challenge from the start.
This script adds all skills, not levels. I am working on a combined bat for this for those who want that sort of "god" playthrough, but I am keeping this one available for those who want to play the game and like you suggest, unlocking the levels naturally.
