I'm not getting how this works. Do I mod a weapon to use this, or do I have to already posses a legendary and it automatically randomizes? Is their maybe a newb guide or something that I missed? Thanks.
I went back and forth on whether to include that one.
It's a massive damage nerf in exchange for the control it brings. In the end, for me, I decided it was fine because a player looking to exploit the game and break it has far stronger options via vanilla star powers -- and its a scary surprise when an enemy ends up having one in their hands.
I can make a vanilla frenzy patch pretty easily when I have time.
It works fine without the patch, just it will have the old names/descriptions so you might have to look at this mod description, although most of them are "Same functionality but better".
To be honest-- I was debating that and waiting to see how the feedback is.
My intention is that yeah, Starborn Knight would get all the combat portions of Royal Galaxy, so assuming positive feedback, it would go in there.
But a part of me was actually tempted to remove perk tweaks and make this standalone for future compatibility if another enchantment overhaul comes along. Open to feedback.
Either way, if you want this right now, it will overwrite.

If yeah, which I think it is, then 100%, and that's part of why I revamped the Vanilla effects and left NEW effects to countless other modders :)

For me personally, it's a fun option to have on one gun, but the ROF slowdown means that I kill things less quickly so I rarely use it on a Go-To.
And there is a patch to ensure that the proper names and descriptions show up with Recycler:
