After running the Red Mile, you need to change locations before getting the option to ask Mei to run it again. Not anymore.

For some reason I decided to beat Donavan Rhys's record in my current playthrough. No other reason than it's something I haven't done before. But how annoying that I had to go to my ship, then go back to Mei to get the option to run it again.
This is due to the DefaultQuestChangeLocationScript being used to set the final stage of the quest so the dialogue option to run again would appear.
I modified the quest fragments script so that this stage is set once you complete the Red Mile and receive your reward. Just talk to Mei immediately to run again.
