      Just a console command - no. You need either CCR or plugin.

   Out of interest, why does this need SFSE?
   
   You should be able to do the same thing with Papyrus. 
   
   Add a quest (start game enabled), add a player alias, and attach a script with an "OnPlayerLoadGame" event that shows the message box.

      Currently users have quite low plugins limit because only non-ESLs are safe to create so I'd like to avoid regular plugins to save a bit of load-order space. Expect this mod to be switched to plugin+script as soon as we get good ESL support.
