Does Starfield track how much ammo *should* be left in an NPC's weapon?  I'd love a captured weapon to already have ammo in it - which also gives some reward to sneak attacking them before they chew through their magazines.  Too bad Starfield doesn't have a "unload" option, so you could keep the ammo from all of those low-level trash weapons to feed your advanced one...

You can at least make the NPC use ammo and therewith reduce the amount looted on them, depending on how often they used their weapon, see here:

Updated KnifeToGunfight to v1.1: Food now heals for a 400% stronger hp effect, so it is much more rewarding to look for it and enjoy its tasty glory :-).

Question: Is this limitation also imposed on NPCs? As in will enemies have limited ammo for their use?

The NPC will carry less ammo, but as they do not use their ammo anyway for shooting it will not affect their behavior. There are mods though which enable a global setting to make NPC use their ammo (which would cause Knife to Gunfight to become Knife to Knifefight ;-)).
