As a woman who loves running male toons and fixing them up with nice hair and clothes, this answer is /sadface. I can't complain, though. I used to make the mods myself, but just don't have the time anymore.
Is non-replacer hair not possible at this stage of the game? Because it's one of the few things I haven't seen anyone make standalone additions to, I've seen (and got) skintones, eye colors, your makeup and freckles/moles, several outfits and spacesuits, some weapons...
Unfortunately not yet. Although considering what modders have already accomplished (in particular with being able to add standalone stuff to the game even without the creation kit), I wouldn't be surprised if somebody somewhere figures out how to add hair to the roster.
I've already made a standalone hair to test it. But the problem is that you have to edit AVM groups for stuff like makeup, skin colors, etc and FormID Lists for Headparts. A single plugin that does it is fine, but if you had two mods that add eyeliners for example it would become a problem. Since both of them edit the eyeliner AVM group they would overwrite each other and only one of them would work. The same goes for hair etc.
Seriously? They had this fixed for Fallout 4 where different plugins could add hair to the list additively. I want to say I can't believe they've gone backwards on this, but then, I've been playing Bethesda games too long.
Once the creation kit becomes available for Starfield (sometime next year according to Todd Howard), then it will most likely be possible without too much trouble to add hair to the roster. Fallout 4's creation kit has been available for many years now. I had well over a hundred hairs added with mods to my list in that game. I miss those, too.
I'm looking forward to it (The release of the creation kit) because once the creation kit releases for Starfield, there's no telling what people will make. I can already tell with what's being made right now without the CK that there's alot of passion and fire in the modding community.
Patience dude. There was no addon hairs for Fallout 4 or Skyrim before their respective creation kits were available. The Starfield creation kit isn't out yet. The fact some modders have been able to do it already, even though it's limited to just one, is amazing.
