Not sure how this is supposed to work, and lately I've been trying to finetune my ship camera, so I was interested to see what settings you changed and how.
But all three of your files have the same settings.
No they don't. I don't know if it's too early in the morning or anything, but fFlightCameraOffsetBaseY:FlightCamera is what moves the camera backwards and forward. Each esm have different settings in that regard. The other settings you see that are identical moves the camera on different axis (aka left/right/up/down for X and Z). The one that is changed is the most important one. Fiddle around with the other commands using console commands after you load the game and you'll see what I'm talking about :)
shipzoom0 is default, zoom1 is a bit wider (-20) and higher (15), and zoom2 is for even bigger ships with much wider/further back at -40 and slightly higher at 20.
You then assign whatever hotkeys you want to these macros. You need to toggle between 3rd, 1st, and back to 3rd to see the change.

Adding my stone to the wall:
I have found a way to kinda "auto force" the camera view change. By adding tfc twice at the end of the macro you "toggle" and then "untoggle" the free view camera (see macro below).
F3=SetGS "fFlightCameraOffsetBaseY:FlightCamera" -7; SetGS "fFlightCameraOffsetBaseZ:FlightCamera" 3; tfc; tfc F4=SetGS "fFlightCameraOffsetBaseY:FlightCamera" -40; SetGS "fFlightCameraOffsetBaseZ:FlightCamera" 10; tfc; tfc So effectively you don't need to manually "toggle between 3rd, 1st, and back to 3rd to see the change" anymore.
I know. And it's useless. Changing the camera-position like this mod here did, is much better, as it didn't ruin the perspective like FOV-change does ...

Just wanted to say that when my eyes saw level 3 zoom, something in my brain went, "oooo."

You need Starfield Hotkeys, then these are the macros I setup and the values I used...
