Determined that Ryujin Industries quest RI04 "Background Checks" fails to start if you have previously killed the elevator guard. Corrected quest alias conditions to allow for this actor to be dead. Quest now starts as expected after the quest "Top Secrets".
If you've already failed to start the Background Checks quest, some console commands will be needed to get you back on track:
startquest 1FB85C
setstage 1FB85C 99
Go up to the executive office, the next command will trigger the expected scene
setstage 1FB85C 100
I've already logged this with Bethesda months ago. Idk when they will release official fix. This should be a simple temporary workaround.
