   CheaperAmmo.esm is in the Data folder and *CheaperAmmo.esm is in plugins.txt and I waited 72 hours but I'm at Jemison Mercantile right now and ammo is still full price
   
   Edit: The ammo at the starport trade kiosk is cheap but not Jemison Mercantile
   Edit 2: Same with UC Surplus in the well. Does this mod not affect NPC merchants?

      It alters the price in the ammo record, so no merchants are not directly affected.

      if that's true, then SELLING to the kiosk is at the discounted value, and buy back is what is cheap....am I wrong?  t

      yes and no reducing the value of ammo affects both the sell and buy prices in the same way except for rounding.
      
      Without any perks you buy at 100% value and sell at 12,5% value. Buying back also cost 12,5% same as selling
