In my testing i found the version that includes the downscaling of clothing to give me 4-5 more fps in ships, cities, and so on.. On planet surfaces it's worse. So, if you're okay with striped clothing looking a little weird from afar, i recommend you use that for the best performance in buildings or ships.
Please make a video specifically how to install this mod, I've watched your video and dont understand, I dont know what to type in the ini for this mod to work
So yeah, it seems broken now. I have this mod in order after Performance Texture Pack - AIO, I can assure that something is wrong. I'm again experiencing the delay in loading textures after closing the inventory, like in the vanilla game before v1.8.86 patch.
It's odd, I installed as instructed by the video. Using the no clothes version but it's still doing the strange artifacting on the characters' clothing. I've only tried this in New Atlantis but it hasn't made any difference in the average framerates there as far as I can tell.
For reference I am on a 2070 Super & 9700k with 32gb RAM.
1) The OP's .ini has a typo... you need a space between the comma and SOT, in his .ini file.
2) The clothing is a vanilla issue, that can be fixed with the Upscaling FIX mod too, over the top of the Optimised Textures Mod... It may reduce the gains in performance slightly from those made from the Optimised Textures mod, but it should make clothing look much better.
The two are compatible, with the game loading vanilla clothing or the optimised clothing first, and loading the Upscaling fix over the top of either of them.

edit: removed clothing from being changed, but increased performance of planet surfaces
check under [Archive]:
sResourceIndexFileList= *at the end of that line* if the texture file is still there, after the patch...

I had bad stuttering in world's with lots of trees. Almost gone after installing this mod.
