Fixed a small bug in the legendary rulesets that would cause the end bracket to be missing on rare and epic legendaries.

Removed default Mk.1 entry from quality mod ruleset to more easily recognize spacesuit backpacks that spawned without a quality mod, and can therefore not have their quality tier mod slot accessed in the spacesuit bench using my other mod Craftable Quality.
Moved Mk.# from in front of Balanced/Skip/Power Pack to after it.
