I had the following problem and just wanted to let you know.
1. i accepted a "Fleet smuggling mission" on the computer on the "key". I was supposed to smuggle something to "New Homestead". 2. I am a member of all available factions. 3. every time I enter the orbit of "Titan" (Saturn) I am scanned, but for minutes the scan does not complete. (Shielded cargo hold at 90%). 4. I then jump away again and try again and again. But the scan hangs. 5. game restart with mod also brings no success. Restart without mod completes the scan successfully.
I like the idea of these no scan mods but the ones I've tried all have the same side effect: they can break the ability to land in certain spots. For example in Neon I can land without issue at the landing pad, but if I try going directly to Neon Core it says 'Not Cleared for Landing', even after I've already been there, and removing the mod fixes it right away. Those scans being done by the ships in orbit are also responsible for unlocking certain landing areas, so removing the scans removes the landing unlocks as well.
As far as scanning for forbidden items, perhaps rather than ignoring the items if you are a member of the faction how about this: if you are a member of say the Rangers or in the military you should be able to turn in the goods for a reward. Thant way you could still get the benefit of your efforts to either enforce the law or break the law.
so first time they went to scan me at orbit over akila city. no problem there. went back to new atlantis the scan said successfully evaded yet im still getting hailed as a criminal and being escorted....
That would be awesome. I genuinely figured there would be a smuggler route for someone that spends the time on to do so on Neon, especially considering the Rangers there are in Bayu's pocket anyway.
