Would it be possible to create a few more version with increased brightness? Maybe a +25% and +50%? I've been using it with the Luma HDR mod as the authors recommended but the default version of this mod is almost too dim in many areas. Just a bump or two to brightness would fix the issue. Tried to edit the DDS and maybe work on creating a version myself but was unable to get the DDS file to open properly in Photoshop, despite using the NV plugin.

You're the second person that has recommended paint.net now. I debloated windows awhile back but guess I may have to install paint.net again. I just find it weird that I'm still struggling to save properly with photoshop even though the settings you mentioned are all listed.
EDIT: Success! Was able to get it to save properly by choosing:
Color map BC7 (sRGB, DX 11+ Fine) Generate mipmaps from layers.
The preview screen came in clutch. Probably not ideal for a flashlight texture? but for now it'll work.
Does no one else have the problem of the flashlight intensity varying WILDLY? Sometimes it's blinding, but other times it's impossible to detect. We need this awful lighting system fixed more than anything.
I haven't experienced any weird changes in flashlight intensities with this mod or any other flashlight mod. All flashlight mods, that I'm aware of, only alter a single texture file. I can't imagine this would cause varying flashlight intensities. Could be something to do with lighting in general. Maybe you're having an overall lighting issue that is most noticed when the flashlight is on?? Just to rule out messed up shaders, you could try recompiling them to see if gain any improvements. It possibly has something to do with the global illumination (which I believe is completely new to the engine with Starfield) or the eye adaptation which seems a lot stronger in Starfield than in past Bethesda games.Edit: it's most likely the volumetric lighting causing it
There's absolutely some kind of effect that makes non-global lighting stronger or weaker in certain areas, sometimes the torch does almost nothing and other times its blindingly bright and blows out everything.
I've been using another flashlight mod that's 50% less bright than vanilla and it's been fine most of the time but whites still sometimes get blown out. Will give this one a try and see how it is

I can see this being the case for some users. I am using a LUT and fog remover mods that changes the lighting and colors slightly. I need to note this in the description. In case you're interested, here is what I'm using: Fog Remover - Using version 3 for CCR Naturluts - Using Option 2
Ah, yeah, it's almost certainly the fog remover mod stopping it happening which as far as I know basically just removes the volumetric lighting which is the main cause of the "fog", and likely is also the cause of the flashlight being dampened in certain places that have more volumetric lighting stuff going on. I personally don't mind the "fog" too much in most cases as I feel it adds some variance to the different places that do and don't have it.
I only use a basic custom reshade with lumasharpen and a fake HDR effect to adjust black/white levels a bit
I've experienced this in the Vanilla game with no mods. Some places, I think maybe the The Den and the Crimson Fleet are good examples, are relatively dimly lit, but the flashlight is also dim in those locations.

Yep, that was bigger than I had thought it was! The size has been decreased to 1.33mb It probably could go smaller but I think it should be good where it is
Its unlikely this would need to be updated, it looks great in comparison to all the other ones I've tried but if you did have to pack it again, here is a cheat sheet on how to make it vortex friendly.

Tried to modify the DDS file within photoshop earlier but I guess I had the wrong save-as settings. Never did get it to display properly.
