[installation] drag and drop the .txt file into starfield root install folder also instead of following my bad directions you can just do "passtime 180" in the console and save yourself the hassle [long winded explanation] All points of interest (POIs), such as space stations or planet bases, respawn in-game after a certain amount of time. This command fast-forwards the in-game time by 180 hours in my testing, which usually respawns most space POIs like the Deimos armored transport or the Almagest Casinos' loot. I use this method to farm contraband because I prefer it over waiting for 5 minutes using the waiting mechanic. [Usage] If you're docked at the space POI you want to respawn, undock, open the console with ~, and type 'bat reloot.' It may lag for a moment, but after that, you can close the console, redock to the space POI, and the loot should have respawned. As of yet it has not respawned enemies.
