This adds as I used modav commands for adding speeds. This is based on the explanation from fallout 4 commands as they are the same: Fallout Player.modav CommandGeneral InformationThis cheat is similar to the setav command, but instead of setting the player variable to specified value, it will add the value to the existing value.
Most of the useful commands can be found at Fallout cheats website . You can try for yourself. You just need to find the corresponding variable even thou lots are the same.

player.forceav WeapReloadSpeedMult 0.25 - This is a 25% increase in reload speed.
player.forceav WeapReloadSpeedMult -0.25 - This is a 25% decrease in reload speed.
