I am not sure why, maybe its another mod that prevents it, but I cannot use sStartingConsoleCommand. I have tried so many things and no matter what, there is not one single command or setting that can work off of this line.
Some of them are holdovers from past Bethesda games and will do nothing in this game. However, some of them will do something in this game. Rather than programming every feature from scratch unnecessarily, they may have modified existing features from past games to work in Starfield when appropriate. I can't be certain which INI variables are just holdovers and which are actually used. They might also make updates/DLC that use these variables. So, I felt it best to leave them in.
Great ideas! 1. This would be a great collaborative effort. To get started, I made a google sheet that people can make suggestions/comments on. I'll try to regularly update the notes and tags as new things are discovered. Right now it has no notes. 2. Actually "ui" might not be so obvious. It stands for "unsigned integer". The prefixes are the data type used for the variable.
I've added more info about each of these things to the top of the INI file and will be reuploading.
What this does: Distance camera is from player's gun in first person (affects how much of gun model and player's arms you see in FP view) I'm not sure what the default is, 100 is the number I have modded.
I've also added some comments to your google sheet. I don't know too many, but it's what I have in my ini.

Do you or anyone know how i can download or copy a new Starfield.ini file to place in my SteamApps/common/ect... directory?
Ex: Tab 1 = Actor, Tab 2 =AI, etc.

setgs uDefaultLevelZone01max 100
setgs uDefaultLevelZone02max 100
setgs uDefaultLevelZone03max 100
1. A commented version with comments on all the known things that they do would be incredible, but a huge amount of work.
2. A key for the meaning of all the lowercase prefixes would be nice. Things like "ui" are obvious but "b" "f" etc are not.

Are you able to create a list of all known game / global setting variables also ?
Stuff like "setgs fNPCHealthLevelBonus 0" //removing the additional health pool bonus added to NPCs with increasing level.
