They won't even let computers with lower requirements LAUNCH the game even if they could play the game smoothly at low or even medium graphics, they absolutely do not deserve our money.
You can bypass it with D3D12 fix. Works for my ancient 940m DDR3 2GB vRAM (partial DirectX12 support, Feature Level 11_0, performance between GT 730 and GT 1030). I think that it was first created by some smart modders for Elden Ring, but it works in some other DirectX12 only games too!
Of course, performance is not great, but with Surshellir Decent Potato ini and some of my personal changes in StarfieldPrefs as well as Low.ini (main game folder), I managed to get stable ~20 FPS in early game without looking like TES2. Not much, but I will try to customize it further.
I don't mind retro graphics, I recently got interested in retro TES like game, Islands of the Caliph, which looks...like TES2 haha, but has great gameplay.

Of course, D3D12 has NOTHING to do with piracy. It's just a fan fix (like a mod) to allow you to run the game on unsupported cards. You still need to have legally purchased version of Starfield installed.
Good Potato worked for me on Steam Deck. I was only getting around 25-27 in the ship, now I'm mostly locked to 30 fps with few dips outside. I haven't gotten to any cities yet.
