Update:
In the new ,,Low.ini FOR Shadows" you just have to set your Shadow quality and your contact shadows to low and it will work fine :)

If you want a bit more FPS than 25-38 than set your setting to medium BUT DON'T SET SHADOW QUALITY AND CONTACT SHADOW HIGHER THAN LOW!
