This will add all Skill Books (Magazines) in the game to your bag (Notes).
What are they? In Starfield, Skill Books (Magazines) are items that provide permanent character buffs.
To make them actually give the passive effects, you have to drop them all and pick them up again to trigger the bonus. Extract the skills.txt file to your Starfield content folder (Where starfield.exe is located) and then run
bat skills
from the console in-game (tilde key ~).
Once dropped and picked up to activate, you can sell or drop the books.
Since this is a console cheat, you will need some Achievement mod to keep Achievements enabled in your save game. Plenty on NexusMods to find, just use whichever you prefer.
Note: Added optional version which drops directly on the floor. This is sometimes buggy. If it bugs, just jump and then open the console to run the command (as mentioned by Banadan in the comments).
You only need to do this once. The passive rewards you get carry over in NG+. You can only use one of the versions, unless you rename one downloaded file.
